The “Plus” Model
CGC pairs investment in clean energy, water, and resilient infrastructure with hands-on project and market development to achieve scale and durability.
Together, these activities form our Investment Plus model, deploying capital where private markets are not yet active and enabling the conditions for that capital to flow. We take on complexity and perceived risk that traditional lenders often avoid, proving what is possible, attracting private participation, and helping create new investable markets.

The Minnesota Climate Innovation Finance Authority is a publicly accountable financing authority, commonly known in other states as a “green bank.” MnCIFA’s vision: To ensure all Minnesotans share the individual and economic benefits of clean and renewable energy, particularly in low-income communities, environmental justice communities, and communities in which fossil fuel electric generating plants are retiring.

Per its mandate (House Bill 1041), the Authority supports Missouri’s communities, organizations and businesses by providing a broad range of financial support and services. These services include issuing tax exempt bonds, providing technical assistance, financing projects that reduce, prevent or control pollution and providing for the development of the energy resources of the State of Missouri.
DC Green Bank’s mission is to provide access to capital, growing the clean economy to develop a more equitable, resilient, and sustainable DC. We offer financing solutions for DC businesses and community institutions to invest in solar energy, energy-efficient buildings, transportation electrification, and floodwater resilience.
The Efficiency Maine Trust (Efficiency Maine) is the independent, quasi-state agency established to plan and implement energy efficiency programs in Maine. Efficiency Maine provides consumer information, marketing support, demonstration pilots, discounts, rebates, loans, and other initiatives to promote high-efficiency equipment and operations that help Maine’s homes, businesses, and institutions reduce their energy costs and lower their greenhouse gas emissions. Efficiency Maine is governed by a Board of Trustees with oversight from the Maine Public Utilities Commission.
We are a nonprofit investor with 15+ years of experience advancing technologies that create lasting environmental and local impact. Elemental works to address market failures for first-of-a-kind and early commercial climate projects by providing catalytic capital and specialized expertise—from policy engagement to workforce development and capital coaching. Our companies are almost 2.5x more likely to survive from early to late commercial stages than those we didn’t invest in.

The Community Development Venture Capital Alliance (CDVCA) is the network of the community development venture capital (CDVC) industry. CDVC funds provide flexible equity risk capital to businesses in low-income communities to create good jobs, productive wealth, and entrepreneurial capacity that advance the livelihoods of low-income people and the economies of distressed communities.
CDVCA promotes the field by providing education, networking opportunities, dissemination of best practices, capital availability, communications, and public policy development.

The primary purpose of ASEC is to provide financing or facilitating the financing of sustainable energy development or delivering energy. Alaska Sustainable Energy Corporation and its state agency partners, including Alaska Energy Authority, may provide technical assistance to municipalities related to residential and commercial building energy codes and energy efficiency standards, and support or establish public, quasi-public, or nonprofit entities that provide financial assistance for sustainable energy development projects or delivering energy to Alaska, including community and low-income lenders and capital providers.
The California Infrastructure and Economic Development Bank (IBank) was created in 1994 to finance public infrastructure and private development that promote a healthy climate for jobs, contribute to a strong economy and improve the quality of life in California communities.

Market Transformation
CGC’s vision is to build a stronger, cleaner, and more secure American economy by filling market gaps and strengthening state and local capacity to generate financeable projects. However, persistent barriers, including limited local development knowledge and insufficient private-sector participation, continue to slow investment even when demand is high.
That’s why CGC’s Plus model exists: to close this gap, get markets ready, and move from individual deals to repeatable, scalable models that mobilize additional capital through every dollar we invest.
