Our Approach

Investments that work for people, markets, and the environment.

Bridging the Gap

America’s rising energy costs, growing environmental vulnerabilities, and increasing demand for affordable, reliable clean energy are outpacing local project-development capacity and traditional financing models, leaving many communities unable to access or benefit from the solutions they need. CGC exists to bridge this gap by collaborating with the public and private sectors to create investments that transform markets, strengthen communities, and improve environmental and health outcomes nationwide.

CGC's Investment Plus Model

Our Dual Approach

CGC’s model combines clean energy and infrastructure investment with project and market development to achieve scale and durability. Together, these activities form CGC’s “Investment Plus” model, mobilizing capital while enabling the conditions for that capital to flow.

Investment

We deploy capital into projects and sectors where private markets are not yet active, taking on complexity and risk that traditional lenders avoid. Our investments prove what’s possible, attract private participation, and create new, investable markets.

Financing follows project origination. CGC works directly with municipalities, developers, and community partners to originate financeable projects, build local capacity, and strengthen the pipeline of clean energy and water investments across the country.

Phased Path to Scale

CGC’s five-year strategy follows a three-phase roadmap designed to deliver near-term impact while building long-term institutional durability. CGC will start by building and proving its models, then focus on making them durable through capital recycling and stronger markets, and finally scale them nationwide by expanding funding, investments, and adoption across mainstream markets.

PHASE 1: BUILD AND PROVE
Deploy capital, activate project pipelines, demonstrate replicable investment and development models, and establish catalytic partnerships.
PHASE 2: ACHIEVE DURABILITY
Recycle capital, deepen market participation, strengthen systems and governance, and expand partner capacity across regions.
PHASE 3: GROW AND SUSTAIN
Diversify funding sources, increase investment volume, broaden financial products and technologies, and embed proven models within mainstream markets.
Phased Path to Scale

By 2030, CGC will operate as a durable, national clean energy and resilient infrastructure financial institution capable of sustaining impact far beyond its initial capitalization. Executing this roadmap will enable CGC to finance billions in projects that will deliver cleaner air and water, affordable and reliable energy, and resilient infrastructure for all Americans.

Our Impact

CGC combines national scale with local expertise to overcome the financial, regulatory, and market barriers that prevent investments from delivering results that strengthen the economy, benefit the environment, and enhance the health and well-being of all Americans nationwide.

Over the next five years, our strategy will continue to attract large-scale private investment, expand access to underserved markets, and finance billions in affordable clean energy, water, and resilient infrastructure projects. As the market continues to evolve, CGC will regularly reassess its portfolio to stay focused on what delivers the greatest impact, whether that means cutting pollution, creating jobs, or attracting further investment
