Devin Case-Ruchala serves as Vice President of Finance & Operations (FinOps), bringing a background in community development and sustainable finance, public banking expertise, and data analytics. As VP of FinOps, Devin provides operational leadership across the division, helping align strategy, execution, and infrastructure to support organizational priorities and impact.

Devin received a Ph.D. in Political Science from the University of North Carolina at Chapel Hill in May 2023, completing rigorous training in data science and advanced statistical methodologies as well as publishing multiple articles on public banking and global finance in leading journals.

Prior to doctoral training, Devin worked in the community development finance and cooperative sectors, including serving as financial manager and board member of a multi-home affordable housing cooperative and working at a national CDFI loan fund cooperative. Devin earned a Bachelor of Science in Public Policy Analysis and Business from Indiana University in 2015.
