Billy Briscoe serves as the Chief Executive Officer of Clean Energy Fund of Texas, where he leads the organization’s strategic direction, capital partnerships, and fundraising initiatives.

He brings over 25 years of experience providing management and strategic advisory services to Fortune 1000 companies on business, legal, legislative and regulatory matters. Before joining, Billy was Managing Partner at The Briscoe Group, PLLC and a co-founder of The Tagos Group, where he served as General Counsel and President of its Industrial Services division. He also served as a Senior Manager at Diamond Consulting, supporting clients in the pharmaceutical, insurance, and transportation sectors.

Billy is a licensed attorney in Texas and has served on numerous nonprofit and public-sector boards, including Gulf Coast Services Association, Midtown Redevelopment Authority, and the McDonald Observatory. He earned his MBA from the University of Michigan, JD from the University of Houston, and BA from Hampton University.
